Introduction of Fees for PLAR

The TVET Council (TVETC) is a Statutory Board established under the TVET Council Act 1993-11 to coordinate and promote workforce development. In support of this mandate, TVETC promotes demand-driven training and skills certification to industry and the education and training sector through occupational standards-based National Vocational Qualifications (NVQs) and Caribbean Vocational Qualifications (CVQs). TVET Council is the Awarding Body for NVQs and CVQs.

The Prior Learning Assessment and Recognition (PLAR) programme was introduced at the TVET Council in January 2015. PLAR is a process by which individuals can gain credit towards TVET Council qualifications based on the evidence from past experience, achievements or work.

TVETC’s assessment services are currently offered to the public free of charge. However, as a result of the increase in demand for PLAR services over the last three years, TVET Council has incurred a considerable increase in administrative expenses. These expenses include: payment of assessor and external verification fees, and, other administrative costs.

The TVET Council therefore made a decision to charge for the PLAR services effective June 01, 2018.

Explanation of Fees:

  1. Registration and Certification

This fee is for the registration of the candidate for the qualification and then award of the certification once the candidate is successful.

  1. Pre-Assessment

This fee covers the payment of the assessor for two hours to cover the following:

  • Initial meeting with candidate, assessor and advisor.
  • Presentation of evidence already provided.
  • Portfolio development
  • Mapping of existing evidence to occupational standard
  • Planning of assessment with candidate.
  1. Assessment

This fee covers the minimum fee paid to assessors for PLAR services.

  1. Quality Assurance

This fee covers the minimum payment to external verifiers for reviewing portfolios. Four hours have been allocated per candidate.

Ranging between $600 and $1,200 depending on the number of units for which the candidate has to be assessed.

After the initial assessment and the applicant is deemed to be a suitable PLAR candidate, he/she will be required to pay fees.  Payment can be made as follows:

  1. Full payment prior to registration, or
  1. Payment in two (2) installments. The first installment of 60% is due prior to registration and the second installment of 40% is due prior to submission of the portfolio.
