Request for Item Writers for Core Skills Programme

The TVET Council (TVETC) is a statutory board established under the TVET Council Act 1993-11 to coordinate and promote workforce development. This is being achieved through the establishment of an occupational standards of competence-based technical and vocational education and training (TVET) programme, which promotes demand-driven training and skills certification such as National Vocational Qualifications (NVQs) and Caribbean Vocational Qualifications (CVQs) to industry and the education and training sector.


In its role as the Awarding Body for NVQs and CVQs, the TVET Council is seeking to recruit suitably qualified item writers to assist with developing examination questions for the Core Skills Programme. This programme is made up of units of competence in six (6) core skill areas which would be used as the basis for training, assessment and certification in Core Skills. These include: 

  • Application of Number
  • Communication
  • Information and Communication Technology
  • Problem Solving
  • Working with others
  • Improving Learning and Performance.


Core skills, also known as key skills or key competencies, are the non-technical components of competence which are expressed as outcomes and can be taught and assessed in conjunction with other competence-based programmes. While traditional Mathematics, English and ICT exams test academic ability, the Core Skills qualifications assess the ability to apply knowledge in everyday life, learning and work situations.


Persons interested in serving as item writers should have proven experience in the area of teaching/training and writing examination questions. A development workshop will take place during the month of July over one (1) full day or two (2) half days. Remuneration for services will be made on completion of the exercise.
